As Head of Just Motor Law, a specialist division of Kirwans, Frank represents individuals and companies facing prosecution for driving offences throughout England & Wales.
As an expert in motoring offences and road traffic law, Frank advises on technical defences and legal loopholes to present robust and effective legal arguments to the Court to keep his clients driving, while also avoiding or minimising any period of disqualification.
Business owners regularly instruct Frank where the possible loss of their licence would see the future viability of their business put at risk.
In this area of expertise Frank covers all aspects of motoring law including: driving without insurance; speeding; drink driving; drug driving; driving whilst using a handheld device; failing to identify a driver; careless and dangerous driving and causing death or serious injury by dangerous driving. He is also experienced in presenting special reasons and exceptional hardship arguments.
Frank has achieved outstanding results for his clients. His primary objective is, wherever possible, to keep you driving.
Frank is the press spokesperson for Just Motor Law. He is regularly called upon by local and national media, including radio and television, for his expert opinion and insight on the legal framework for motoring offences and road traffic laws.
In addition to his legal expertise, Frank is responsible for Business Development at Kirwans.
Within this role, he advises on business strategy for client retention and acquisition across all legal disciplines of the firm.
As an experienced business development professional, Frank has in-depth knowledge of the North West business community, from small business enterprises to companies with turnovers exceeding £50m.
His success in this area is exemplified with multiple nominations and awards from organisations including, BNI, Wirral Investment Network and Downtown in Business.
Frank is a member of the Management Team at Kirwans.
Frank qualified at Edward Lloyd & Co in Liverpool where he became a partner within 18 months of qualifying as a Solicitor. In 1988 the firm became part of Lees Lloyd Whitley where Frank remained a partner and a key member of the Management Committee.
After a year with Oliver & Co, Chester, Frank maintained his specialism in business development and driving offences and joined Brown Turner Ross in 2011 and became a Director in 2013.

Frank acted for a client accused of a drink driving offence based on an anonymous call to the Police who parked at either end of a street near the pub where the client was. The Police then claimed he had driven his van down the road, seen a Police car, reversed it back up the road, parked it perfectly and walked back down the road where he was arrested. Frank attended the scene, took photographs of all relevant locations, measured the width of the van and the clearance it had with vehicles parked on both sides of the road showing that this was 8” either side. Armed with this evidence and following lengthy cross examination of both Police Officers, the client was acquitted and a Defence Costs Order was made. This attention to detail and in depth preparation for Court work is why Frank is so highly regarded by both his clients and his opponents.
